82.240.116.2398 is not a valid IP address, check again. This format is called a "dotted octet" and each octet is eight bits, meaning its highest possible value is 255. (Actually the first and last octets are more constrained than that.)

My experience is you should not expect a reply or necessarily any action from the ISP, so you should block the traffic in any case. If it's a routine violation, it's probably nothing they will spend time on solving (the attackers usually get tired after a while, so the problem will solve itself). Take care to keep a matter-of-fact tone and include log files or other pertinent evidence.

Thanks for the advice. You are right about the IP address, it is actually 82.240.116.239. And I haven't heard back from the SP!

Just in case anyone is interested, the service provider did reply to me and warned the user of the errant client. Since then there have been no more attacks. Thanks for all the replies everyone.
