Permission Denied when cancel lp job

Sun E5000 running Solaris 8

I receive permission denied error when attempting to cancel a print job as root, user, or lp.
I found a tech tip that said to remove the tcp lp listeners but that didn't help. I can clean the queue using the old sun lpc command but my users need to be able to cancel their jobs themselves.
I have 4 systems running similar applications and the O.S. is the same but only the one system has the permission denied problem.
Any and all help would be greatly appreciated.

Are you sure that the system's are identical?

the output of showrev an pkginfo are the same?

Do a
ls -l /usr/bin/cancel
it should be suid to lp.

Do a
find /var/spool/lp -type d -print | xargs ls -ld
all of those directories should be owned and writable by lp.
