You may need to change the syntax for older bash versions:

bash 3.2.25(1)$ cat file
bash 3.2.25(1)$ unset arr1 arr2 i j
bash 3.2.25(1)$ while IFS=\| read one two;do    arr1[i++]="$one";   arr2[j++]="$two"; done<file
bash 3.2.25(1)$ echo ${arr1[0]}
bash 3.2.25(1)$ echo ${arr1[2]}
bash 3.2.25(1)$ echo ${arr2[2]}

Or, if you prefer:

$ arr1=($(cut -d\| -f1 file))
$ arr2=($(cut -d\| -f2 file))
$ echo ${arr1[0]}
$ echo ${arr1[@]}
816 816 816
$ echo ${arr2[@]}
817118 933370 1215241
$ echo ${arr2[1]}
