sounds like a permissions problem... .what is the user id of the executing process and the userid and permissions of the files and directories in the path?

running wine as root?
the wine looks for de configuration file in the home of the user running it.
you must create a directory called .wine in you home directory.
then copy the configuration file with name config, and edit it to work on your system.
