It should be able to mount the CD, and read from it, but I doubt you'll find anything that will run Windows Oracle Personal... There are programs (Like WINE) that will allow you to run a few simple Windows applications, but Oracle is too complex for that...

http://www.oracle.com, and I think you can simply download (assuming you have a lot of free time, and maybe a CD Burner - not sure what you need) Oracle personal Linux version..
Or simply use the database programs bundled with Redhat. You should have a few, including PostGreSQL and MySQL on your installation disks...
