How can I transfer this script into a .c file?

No problem. Try this.
Code:
# cat wrapper.c
#include<sys/types.h>
#include<unistd.h>

int main() {          
   setuid(0);
   execl("full_path_to_your_program","filename_of_your_program",0);
}
# cc wrapper.c -o wrapper
# chmod 4555 wrapper

When you run the wrapper, the script will execute as root.

The program doesn't work or I don't know unix. The second one it's true.
My wrapper.c is from line 2 to 7.
Last 2 line I write from root
When I run wrapper nothing happen.
My "full_path_to_your_program" is "/sbin"
My "filename_of_your_program" is "turnoff.sh"
turnoff.sh is :
echo "Program run"
exec /sbin/shutdown -y

If nothing happen when I run wrapper then turnoff.sh isn't running. Why?
turnoff.sh is in /sbin.

Oh, sorry my path_to_program is a bit confusing. Your exec should go like this:
execl("full_path_incl_prog_name","prog_name","any_options","any_more_options",..,0);

Oh for... can you paste the C code of the program and the current permissions on the executable file?
