Need help with for loops

Why wont my for statements work? Im trying to get this script to swich to a user an if you put in a start/stop/or restart paramater to do just that for each user. I commented out the actual start/stop actions to test it just by using echos and not do anything hasty in the environment but it will not even prompt me to input the password. Heres what i got:

Code:
#!/bin/ksh
#                                                                                                    #
##############################################################
_SU=/bin/su
DATE=`/bin/date +'%Y/%m/%d %H:%M:%S'`; export DATE
APP="TSDCLUSTER TSDCLUSTER2 TSDCLUSTER3"
SOFTWARE="Tomcat7"
SOFTBASE="/oolshr/jws-3.0/tomcat7/bin"
USERID="tctsduow tctsduow2 tctsduow3"
#i=0;

for i in $USERID
  do
for x in $APP
do
case $1 in
  ('start')
  echo $DATE "Starting $SOFTWARE for $APP..." > /dev/console
  $_SU - $id
#-exec "$SOFT_BASE/tcserver1 start
  echo "Please enter password: "
  read -s password
touch test.txt
echo "I did it!"
  ;;
  ('stop')
  echo $DATE "Stopping $SOFTWARE for $APP..." > /dev/console
  $_SU - $id
#-exec "$SOFT_BASE/tcserver1 kill"
echo "Please enter password: "
read -s password
  ;;
  ('restart')
  echo $DATE "Stopping $SOFTWARE for $APP..." > /dev/console
  $_SU - $id
#-exec "$SOFT_BASE/tcserver1 kill"
echo "Please enter password: "
read -s password

echo $DATE "Starting $SOFTWARE for $APP..." > /dev/console
  $_SU - $id
#-exec "$SOFT_BASE/tcserver1 start
touch test.txt
echo "I did it!"
  ;;
i=i+1
done
x=x+1
done

Code:
lclaro@cvlpuwpap1:/home/lclaro-m> ksh -x ./confused.ksh start
+ _SU=/bin/su
+ /bin/date '+%Y/%m/%d %H:%M:%S'
+ DATE='2016/02/17 07:56:27'
+ export DATE
+ APP='TSDCLUSTER TSDCLUSTER2 TSDCLUSTER3'
+ SOFTWARE=Tomcat7
+ SOFTBASE=/oolshr/jws-3.0/tomcat7/bin
+ USERID='tctsduow tctsduow2 tctsduow3'
+ echo 2016/02/17 07:56:27 'Starting Tomcat7 for TSDCLUSTER TSDCLUSTER2 TSDCLUSTER3...'
2016/02/17 07:56:27 Starting Tomcat7 for TSDCLUSTER TSDCLUSTER2 TSDCLUSTER3...
+ /bin/su -
Password:

Its not taking just one parameter of the array, its taking all three. How do I fix that?
