Issue with sed command

Hi,

I want to use a code like
Code:
sed -n "1,9988p" filename | wc -l

I tried
Code:
from=1
till=9988
sed -n "/$from/,/$till/p" filename |wc -l

Issue:
Code:
sed -n "1,9988p" filename | wc -l -- Returns 9988 rows

But
Code:
sed -n "/$from/,/$till/p" filename |wc -l # Returns > 9988 rows(Complete file)

I don't want to use split command. Can someone help were in I can use sed or awk and cut file between two given line numbers?

Also dont want hard coding like in first example above. With Hardcoding it is working fine

Thanks Yoda but commands didnt work
Issue with awk
Code:
awk: syntax error near line 1
awk: bailing out near line 1


Issue with sed:
It is not at all working

This command worked. Thanks Yoda for the help
