Sendmail error message

Hi i am having a probleme with my sendmail server. using it as a mta to send out email.
keem on getting this error message back.
Code:
   ----- The following addresses had permanent fatal errors ----- <XXX@XXXX.co.za>
    (reason: 554 Denied [CS] [97356615.0.9766467.00-2383.12960496.s11p02m014.dotnetwork2.co.za] (Mode: normal))

   ----- Transcript of session follows ----- ... while talking to XXXX.co.za.inbound10.dotnetwork2.co.za.:

The server is not blacklisted and ip reputations is good.

Not all is doing it just a few emails.

Hello,

Could you please check the send mail service in your server, to make sure it is in Active state or not.

eg-> for a AIX server it is as follows.

Code:
 
lssrc -s sendmail
Subsystem         Group            PID          Status
 sendmail         mail                          inoperative


I am saying this as by seeing the error message as

sendmail message body buffer limit?

when sending the contents of a ascii file to the body of an email then sending it off. it seems sendmail is breaking up the lines with a "!" thus ruining the data.
