If you mean the banner command in the Open Boot Prompt for Sun servers, no, you can't use it since it's specific to their OBP. What specific info are you looking for?

There is a /usr/games/banner but it is the UCB sideways banner. The USG banner program is not there. But there is an lpbanner that can serve as a substitute. Try:

/usr/libexec/filters/lpbanner -LABC -l30 | sed -n 6,16p

Maybe. Your screen would need to be able to display blinking characters. Not all screens can. Also your terminfo database would need to be set up with the codes needed to make stuff blink. On Linux, type "infocmp" to see your entry. You can try other settings of the TERM setting to see if you one that works. If stuff is right, then this command:
echo one $(typut blink)two$(tput sgr0) three
will display a line with "two" blinking (you need to be using bash or ksh). If that works, then you can try...

/usr/libexec/filters/lpbanner -LABC -l30 | sed "6,16{s/^/$(tput blink)/;s/$/$(tput sgr0)/p;}"
