add disk redhat, fdisk -l doesn't work

i'm trying to add disk to red hat , use fdisk -l but it doesn't recognize it
what should i do it to get it works?

Does the BIOS or RAID controller recognize the new disk?

how can i check that?
pls give some tips how do i check it,
i can't reboot the machine

I don't know what kind of hardware you are using. Getting to the BIOS settings will most probably need a reboot. If you are using a RAID controller (which you should know if that is your machine), some offer additional administration software to administer it while running. Others need also a reboot - so it is very different. Maybe check the manuals for your hardware - can't harm.
