How do you instruct sed to perform edits starting at a user defined record?

Your question is vague, so here is a"sort-of" answer
Code:
 sed -n '3,$p' somefile

This performs "p" which means print (note sed -n stops printing), beginning at line #3 and going to the last line "$". Try it on a file you have to play with. You may not want the -n option, but I cannot tell. It is needed for this single example to work - print line 3 to end.

produced the following

Now for a more complex question.
Is there a way to get sed to do two edits at once?
Example:
Whilst changing "ThisText" to "ThatText" can it insert a new line
after "ThatText" with the text "FollowedByThisText" as follows.

ThatText
FollowedByThisText

Hello,
Could someone help me with sed. I have searched solution already 5 days and cant find. Unfortunately my "sed" knowledge not god enough. I have the text:

123,foo, bar,short text,date,stable_pattern
124,foo2, bar2, long text
with few
lines,date, stable_pattern
125,foo3,bar3,short text, date, stable_pattern
----------------------
I neet to join string in one line for records which has long text (like 124 record). output should be:
123,foo, bar,short text,date,stable_pattern
124,foo2, bar2, long text with few lines,date, stable_pattern
125,foo3,bar3,short text, date, stable_pattern
--------------------------------
