Splitting Data in File

I have a file with the below Data

Code:
1,nj@ny@pa@caa
2,ct
3,ca@vaa@tx

I want the output to be
Code:
1,nj
1,ny
1,pa
1,caa
2,ct
3,ca
3,vaa
3,tx

I need to split the second column based on @ as delimiter
The number of delimiters is unknown

we cannot use perl.Can i know the other options

syntax error at -e line 1, near ""$F[0],$_" for"

perl is indeed overkill for this.

Code:
$ awk -F, -v OFS="," '{ split($2,A,"@"); for(N=1; A[N]; N++) { print $1,A[N]; delete A[N] } }' data
1,nj
1,ny
1,pa
1,caa
2,ct
3,ca
3,vaa
3,tx

$
