Probably because 0.0 isn't actually at the beginning of the line.

How about:
Code:
ps -e -o pcpu,pid | awk '$1 == "0.0"'

to match all lines where the first token is the string "0.0"

What does the output from your version of "ps" look like?

What outputs nothing at all? The code of yours I already explained why it didn't work, because 0.0 isn't actually at the beginning of the line?

Have you tried my solution yet?

When they ask for your output they don't want you to describe it. If you don't know why it's not working, then there's things wrong with the data you don't know about, and your own description will be insufficient.
Code:
%CPU   PID
 0.0     1
 0.0     2
 0.0     3
 0.0     4
 0.0     5
 0.0     6

Notice how it's not actually at the beginning of the line?
