know who logged and logged out with their timings
being ordinary user (not having any administrative rights) can avail myself a facility to know who logged and logged out with their timings get popped onto my terminal as if it get echo 'ed...

I share Perderabo's concerns mentioned in another of your posts regarding your intentions for finding this information. Surely if you are indeed in charge of Security your sysadmin would be more than happy to provide you with the information you require?

right now using of 'who' command at regular intervals of time

Talk to your system administrator about turning on accounting and give you the rights to look at it. Then you should be able to do your job as far as security. I've never seen anyone in security get information onto their screen as far as who is logged in and for how long every minute of the day. They normally scan the reports daily instead.
