No, your solution replace the first pattern matching the character # repeated 0 or more times with and empty space.

Consider the following example (for education purpose about understanding regex):

$ cat mytst
hj # m #### ## ### ### tst ###
#hj # m #### ## ### ### tst ###
##hj ## m #### ## ### ### tst ###
hj ## m #### ## ### ### tst ###

Code:
$ sed 's/#*//' mytst
hj # m #### ## ### ### tst ###
hj # m #### ## ### ### tst ###
hj ## m #### ## ### ### tst ###
hj ## m #### ## ### ### tst ###

Code:
$ sed 's/#*//g' mytst
hj  m     tst
hj  m     tst
hj  m     tst

$ sed 's/^#.*//' mytst
