The raw value only tells you how busy it is, not how busy it should be. What your thresholds are depends on what you need them to be and what the performance of your server is.

Once it gets above 1 I'd call the machine busy, above 2 I'd call overloaded, but ymmv. Load average does not take I/O into account, so a machine that's doing tons of I/O can act overloaded even though it has a low load average. And a machine with a very high load average can still be working -- you can tune a machine to work well even under very high loads.
