Yes, resolv.conf is the config under gethostbyname(), the dns client call. nslookup will use it if you do not redirect it.
Most mail domains are configured by mx, but occasionally the domain resolves to a host, also, an A record. That host may also have a trivial web server to redirect to
www.domain.
