The max number of users on HPUX is equal to npty... The number of sessions that can be active at any one time.

# kmtune |grep pty
npty 200 - 200


or use

# sysdef |grep pty
npty 200

Hmmm, lslicense does not work on my HP-UX boxes. However, "uname -l" does.
