Okay, so this war-0.0.1bb.tar.gz file, according to the readme, is simply a library for use with SDL, which I assume is this:

I don't even see a version 1.1.1 of SDL on their website. But if you downloaded SDL, unzipped it to a directory (which was most likely called sdl-1.1.1, went inside the directory, and made sure a configure file exists (it should), then typing ./configure at a prompt when your current directory is sdl-1.1.1 should not result in:
