try sending one test log message:
# logger "Test message"

and see if it post something to the log files.

It shouldn't matter I think, as the syslog.conf file that OP posted is not using loghost for any of the logging facilities.

also check the syslogd.conf file. its tab delimited. maybe some white spaces are present and messing it up.

Thanks guys. Tamitot was right.

In vi the syslog.conf on the two servers looked identical so I didn't think there'd be a problem. Apparently there were some spaces.
