Arabic package in solaris

I have searched in all installation cds for arabic packages but couldn't find it.

1. Is there any other way to download arabic package?
2. Does we need to reboot the system after installing package?
3. I don't want to reboot the system so is there any service to restart to make the new installed package effective?

Urgent plz

Whatever the arabic package you are referring to might be, it is very likely unrelated to the kernel so there would be no need to reboot.

Solaris Locales Chart

There are three locales available, download the one you want. If you are on Solaris 10, use localeadm to add the locale. No, you do not reboot necessarily. But you will have to change the default locale system-wide - which may be what you are talking about.
