if you mean xvm-opscenter, it is not for free download.

It's no more called Xvm Ops Center but simply Ops Center since version 2.5 (the full name is now "Oracle Enterprise Manager Ops Center").

Here is described the procedure to get Ops Center:

You can obtain the OEM Ops Center licenses from Sun/Oracle or your local Sun/Oracle partner. The easiest way to get it up and running is to request a Proof-of-Concept service where they'll come in and do all the heavy lifting for you. If that's something you may be interested in, feel free to contact us or just send me an email.
