Of course, nothing is printed: You are looking for [Ss]tate, [Hh]ostname, or [Ii]p, but your config file has FIRST_IP, FIRST_STATE, and HOST_NAME. No match possible!
On top, you should echo the variables that you assigned to in the function to see a meaningful result.

is not something that we can build upon. And, difficult to believe. When I run the code you posted with the input you gave in post#10 (this needs IFS="= ") , I get
