With UNIX text files as input, your code can be simplified to just:

awk '
length() == 29 {
	printf("%s", $0)
	next
}
1' file

on Cygwin. You'll still need to use /usr/xpg4/bin/awk or nawk instead of awk if you want to run this on a Solaris system.
