The following
  • deletes the comments
  • appends lines that begin with a space character
  • sorts
Code:
sed -e '/^#/d' -e ':L' -e '$!N;s/\n[[:space:]]\{1,\}/ /;tL' -e 'P;D' input file | sort

The many -e "lines" are necessary for Unix sed.
The P;D makes the appended line the current one (starting a new cycle without reading another input line).
