Assuming that your jq command writes the data you want to read in your while loop onto its standard output, the standard way of doing it would be:

jq '.Deps|.[]|.ImportPath + " " + .Rev' -r < "${godeps_json}" |
    while read path rev 
do
        ... ... ...
done
