Perhaps quirky "y" in sed might come to the rescue ?
Code:
sed 'y/abcdefghijklmnopqrstuvwxyzçáôúéťľúľščťžýíéäú/ABCDEFGHIJKLMNOPQRSTUVWXYZÇÁÔÚÉŤĽÚĽŠČŤŽÝÍÉÄÚ/' diakritika

You would have to specify all the possible upper and lower case special characters.Smilie
