Cygwin has been known to do that with fork() too, occasionally. Run a big long-lived make and you might see it. Something in the Windows kernel just doesn't like lots of short-lived reads or forks...

BASH allows you to use the basic TTY properties to establish timeouts and read minimums:

#!/bin/bash

# Timeout is 1/10 of a second, minimum read is 0 characters
stty -icanon min 0 time 1
