Hmm,...maybe I'm missing something here, but if you don't want your users to edit that file, why not just change ownership of the file to root, allow read and execute access only.

When I, or any other user, tar -xzvf file.tar.gz the resulting uncompressed directory/file has the owner:group of a user on my system, but not that of the user who untared it.

Have you tried taking an image of it and then loading the image to other identical boxes?

I use "SystemImager" to do this and it works fine. Give it a try.
