Thank you very much to all who replied to my question. We could able to solve the problem. It was /bin/login problem. We copied the /bin/login file from similar type of other server...

Thanx for the ans. The null writting over utmp and wtmp has already done. Also the space has been made on the root file system. Still the problem persist.

Limit crossing question will arise only when there is atleast a telnet session. Not a single session possible.
