event_base_new - Create and initialize new event base

SYNOPSIS
       resource event_base_new (void  )

DESCRIPTION
	Returns new event base, which can be used later in event_base_set(3), event_base_loop(3) and other functions.

PARAMETERS
       This function has no parameters.

RETURN VALUES
       event_base_new(3) returns valid event base resource on success or FALSE on error.
