       mlib_status mlib_SignalEmphasizeInit_F32_F32(void **filter,
	    mlib_f32 alpha);

       mlib_status mlib_SignalEmphasizeInit_F32S_F32S(void **filter,

DESCRIPTION
       Each of these functions allocates memory for an internal filter structure and converts the filter coefficients into the internal  represen-
       tation.

PARAMETERS
       Each of the functions takes the following arguments:

       filter	 Internal filter structure.

       alpha	 Emphasizing coefficient. 0 < alpha < 1.0

RETURN VALUES
       Each of the functions returns MLIB_SUCCESS if successful. Otherwise it returns MLIB_FAILURE.
