XMLWriter::startElementNS - Create start namespaced element tag

       Object oriented style

SYNOPSIS
bool XMLWriter::startElementNS (string $prefix, string $name, string $uri)
DESCRIPTION
Procedural style bool xmlwriter_start_element_ns (resource $xmlwriter, string $prefix, string $name, string $uri) Starts a namespaced element.
PARAMETERS
o $ xmlwriter -Only for procedural calls. The XMLWriter resource that is being modified. This resource comes from a call to xml- writer_open_uri(3) or xmlwriter_open_memory(3). o $prefix - The namespace prefix. o $name - The element name. o $uri - The namespace URI.
RETURN VALUES
Returns TRUE on success or FALSE on failure.
