NAME
       PGADone - Returns PGA_TRUE if the stopping conditions have been met, otherwise returns false.

DESCRIPTION
       Calls exactly one of the user defined C or fortran or system (PGACheckStoppingConditions) stopping condition functions.

       ctx    - context variable
       comm   - an MPI communicator

OUTPUT PARAMETERS
       none
