NAME
PGASetRandomSeed - set a seed for the random number generator.
DESCRIPTION
The default is to use a random seed. Specifying a seed exlicitly allows for reproducibility of runs.
INPUT PARAMETERS
ctx - context variable
seed - seed for the random number generator
