If the value is -1, the next available id is allocated. username specifies the user name. This function requires ADMIN privilege.RETURN VALUEThis routine returns 0 if the operation was successful or -1 if the operation failed. In the latter case, serrno is set appropriately.ERRORSEACCES The caller does not have ADMIN privilege. EFAULT username is a NULL pointer. EEXIST User exists already. EINVAL The length of username exceeds 255. SENOSHOST Host unknown. SENOSSERV Service unknown. SECOMERR Communication error.
