PARAMETERS
       Oper		   Operator number.

DESCRIPTION
       isablbinaryoper tests if Oper is binary.

RETURN VALUE
       isablbinaryoper returns 1 if Oper is binary, -1 if Oper is not a valid number, and 0 otherwise.

EXAMPLE
