downstr - convert a string to lower case

PARAMETERS
s Pointer to the source string t Pointer to the destination string
DESCRIPTION
downstr converts the s string to lower case in t. The space for t must be allocated by the caller, and be at least strlen(s) + 1 long.
EXAMPLE
