       is_local_ether_addr - Determine if the Ethernet address is locally-assigned one (IEEE 802).

SYNOPSIS

ARGUMENTS
       addr
	   Pointer to a six-byte array containing the Ethernet address

DESCRIPTION
       Return true if the address is a local address.
