I don't understand what you mean with "check". There is a home page for that script on sourceforge.net with a description. Please elaborate on your problem ie. tell what's not working etc., thanks.

I mean, I want to know what all commands to be used, to check whether this service is installed or not.

On their page cfg2html you can also download a pdf where the usage etc. is explained. There is also a download link for an archive containing several different package types as well as the source.

Why do you think it is already on your system? Ask your admin?

Query your package manager (rpm, yum, apt, ...?) to see, if it installed via it.
