How is Libnet and libpcap are useful in sending a packet through DLL layer
and sniff network layer?
and how sinffers are used to track ip adresses provided Mac adresses?

This sounds to me like a homework question which is not permitted in these forums. Please review our rules.

Have you read, for example, any of the documentation and/or source code for libpcap or a sniffer such as ethereal?
