port filtering

hi All
I have to do port filtering on Unix servers. But unfortunately ip filter is not installed on the server. Now i am thinking of stopping the services. Can anybody tell me how do i go about it?Somebody told me about etc/services option? But that does not look a viable option.I think that is only port mapping kind of thing. It only tells about list of ports.I think etc/inetd.conf is more of a suitable option. Can anybody tell me about the best possible solution? My appologies if people find it a very stupid question.I havent worked on unix servers.I have worked only on gateway devices.Appologies once again
