How to create a user as a root

please give me any suggestion, how can i create user as root privilege. (please give me very safest way because i have production servers)

except sudo, any other safest way...

sudo is the safest way, as adding a new user with UID 0 would quite possibly create much more problems than it's worth.

# /usr/local/sbin/visudo

add this line to sudoers
user_id ALL = NOPASSWD: comm1,comm2 
## or all commds

$ su - user_id
## execute commands as root
$ sudo commands
