The choice of technologies to use would depend very much on what you wish to do.
There are may ways you could do this, but it depend on what you want to achieve.
What would the purpose of the scripts be ?
You may be able to do this as simple as by using a webserver and cgi or php with a brower and webpage as client.
Another option would be to use a ssh api for your favourite programming language in windows and call the scripts over an ssh connection.
