It wouldn't be possible to assess that without seeing more of the makefile please.
$(shell ...) should ordinarily just work. Also, you are sure the script is chmod +x right?

list of guids (guid is just a number)
one *.efi file is supposed to be used with one guid, so efi file and guid is a pair.

When i do: make clean - the script is executed
When i perform make or make mytag the script is again executed with the output:
make: Nothing to be done for mytag

gnomevfs-mkdir - make a new directory at a VFS location
SYNOPSIS
gnomevfs-mkdir URI
DESCRIPTION
gnomevfs-mkdir makes a new directory at a URI location that supports the creation of new directories.
OPERANDS
The following operands are supported:
URI Specifies the location of the new directory in standard URI format.
EXAMPLES
Example 1: Making a New Directory in the Home Directory
