Tried anything yourself? What failed / went wrong?
What do you mean by "fixed length file"? Even though a program could use a x-count byte raster to read & interpret data in a file, I don't think this is a usual style / file type in *nix. You mayhap mean a text file with a fixed line length? This you can achive in SQL itself using some formatting commands, I'm sure.

Need a script that manipulates a fixed length file that will compare 2 fields in that file and if they are equal write that line to a new file.

I have a fixed width file of length 53. when is try to get the lengh of the record of that file i get 2 different answers.
awk '{print length;exit}' <File_name>
The above code gives me length 50.
wc -L <File_name>
The above code gives me length 53.

DESCRIPTION
The script utility makes a record of everything printed on your screen. The record is written to filename. If no file name is given, the
record is saved in the file typescript. See WARNINGS.
The script command forks and creates a sub-shell, according to the value of $SHELL, and records the text from this session. The script ends
when the forked shell exits or when Control-d is typed.
OPTIONS
The following option is supported:
-a Appends the session record to filename, rather than overwriting it.
NOTES
script places everything that appears on the screen in filename, including prompts.
