I assume you have a list of delimiter spacings

you can read a string or file one character at a time:

Code:
i=0
spacing="3 4 5 17"
while IFS= read -r -n1 char
do
    i=i+1
    echo  -n "$char"
    if [[ "$spacing" =~ "$i" ]]; then 
        echo -n ","
    fi
done < "$file"
echo
