If they grant permissions to you only when you are trying to run a shutdown script, things are safe. They write the shutdown script, it checks what it is shutting down before it takes action.
They protect the script from change. sudo has fairly fine-grained controls on it. An admin could grant run only to certain users on the script. Mid-level management in one department for example.

i have an application,say X application.
When the machine is start-up,i want this application is the last module/application to run & when I shutdown the machine i want this application to be the 1st one to shutdown!
i.e. last >>start-up
1st >>shutdown

I've found this script part on the stackoverflow:

I realized that sudo bash "$0" "$@"; is the only needed for me.
But the strange thing happens when I move this line outside the IF statement:

NAME
asadmin-shutdown, shutdown - brings down the administration server
SYNOPSIS
shutdown [--user admin_user][--password admin_password][--host localhost] [--port 4848][--passwordfile filename][--secure|-s]
shutdown gracefully brings down the administration server and all the running instances. You must manually start the administration server
to bring it up again.
OPTIONS
--user administrative user associated for the instance.
--password administrative password corresponding to the administrative user.
--host host name of the machine hosting the administrative instance.
--port administrative port number associated with the administrative host.
--passwordfile file containing passwords appropriate for the command (e.g., administrative instance).
--secure if true, uses SSL/TLS to communicate with the administrative instance.
