I would suggest writing logs to a database keyed on ticket number (And also possibly the representative dealing with the issue, the customer etc... these things tend to grow).
Having selected a suitable database I would personally use Perl DBI to enquire of the database and AJAX in the web page to update the contents of the div at the bottom of the page.
This is of nececcity a vauge response as your question could do with a lot of fleshing out...
